Instructions:
- 1. Prepare the ingredients: Mince the garlic, slice the potatoes, and chop the onion, carrot, and tomato.
- 2. Brown the ground beef: Heat olive oil in a pan and sauté the minced onion until fragrant. Add the ground beef and cook until browned.
- 3. Season the beef: Add chili powder, salt, pepper, thyme, and parsley to the beef, stirring to combine.

- 7. Assemble the dish: Layer the sliced potatoes in the greased baking dish, then pour the ground beef mixture over the potatoes.
- 8. Season and bake: Cover the dish and bake for 30 minutes. Uncover and bake for another 15-20 minutes or until the potatoes are soft.
